It does have splash damage. Try it. Its very localized but you can wipe out multiple people with a single shot.

yea, thats the case in the game. same with the sides, top, and treads.

Another thing on Aiming Points: Aim for the treads of tanks (from the front or back) and you will do a substantial amount of damage.
