I think clans that have ranked servers should also have un-ranked private servers that they can lock and act like children if they want to. I too understand the "I pay for it" claim but it is still a public server if anyone can join and therefore "public" rules should apply.
EA should make it a requirement for a clan to have at least one private un-ranked server for any clan that wants to host a ranked server.
So they should make it even more expensive for clans to host a server where there will be a reliable population? $300 a month for some of these servers is already a lot, tossing an extra $150 on top for a second server they might not have interest in using really sounds like a great solution...
Besides, it wouldn't solve the problem unless EA refused to allow adminning of the servers. THAT would be a disaster because then your clan can easily become shut out of the server that they are paying for, and it also means they can't enforce any community rules (many clans have 'fair play' guidlines they enforce, or prohibitions against harrasment or certain language even) or remove legitimately disruptive players.
It is something like the TK system- yes, it can be abused by asshats who like to use the admin console to make up for their inability to play nice, but as soon as you remove it you invite all mannar of griefing and smacktardism.
