I play In www.21stcenturywarfare.com and we have been doing this for about 3 years. No Payment fee. In fact, 21CW was the first to offer this type of gameplay and we have it down to an art. I believe we have 700 people signed up with 6 Divisions. We play 12 Hour battles. It's also free, unless you want to pick a specific division,then its like 5 bucks.
Definently worth a look, I'v been playing there for about long as its been around, and its been worth every minute. :)
Give it a try, I'm pretty sure once you have played 21CW style, you will never go back.

It pisses me off that they claim this idea is theirs and it's the only one of it's kind. Battle for Europe did this for DoD at least 4-5 years ago, and since has expanded to include 21st Century Warfare as indicated above. It's all part of the MFOTS tournaments.
