Yes it does. Go a round without using the PK rockets and see what it is. The way it figures the accuracy, if you fire one rocket and it registers hits on two people next to each other, you get 200% accuracy for that shot. Easy to see how this would give you a skewed number.
That being said, you can still have a very high accuracy even only using the Baur without the rockets if you are good.
I think there might something else to it. Once I got 130% accuracy with the baur just by getting a single kill with the herzog. Even if it registered one hit for every pellet, I don't think that would have been enough to raise it above 100%.
EDIT: I should clarify here. I got a handful of kills with the rifle itself, but as for the shotgun, I only got one kill with it.
I think some people have gotten above 1000% accuracy before. Even if you only used rockets, hitting 10 people with an average rocket?
That glitch is probably similar to the titan guns except it replaces damage with accuracy instead of kills. Dunno how it works, but anyways welcome to the ranks of the baur users. Oh and while we're at it :pnot even all my kills shown(nades/knifes etc.)

I propose that Digital-Boy's recall of that experience may not be entirely accurate. No offense meant, but it just doesn't add up and we all have errors of recollection. I haven't seen anyone get more than 100% without using PKs because those allow for the elimination of multiple targets where a shotgun blast is concentrated fire. Perhaps if an enemy was standing next to your target and you winged them, too...

This morning I played a round of CG exclusively Assault in a Baur/Herzog loadout. It wasn't a phenomenal round, but I was surprised to see a figure of 6,000% accuracy when it wrapped up.
Yeah the Herzog and Clark figure accuracy differently, despite them being both shotguns. I, too, have had an over-100% accuracy round with the Baur and Herzog combo (so no rockets). You want to know what I think? I think it's because since your kills with the AR attachments are tied (in your stats) to the AR you're using them on, the accuracy with them is calculated as that of an AR bullet. Since ARs fire one bullet at a time and don't penetrate you can only hit one thing per bullet with them, whereas with one spread of Herzog you can hit multiple people but it still only counts as one shot, and with AR rockets you can splash damage multiple people but again the game counts it as one shot since it's, stat-wise, coming from an 'AR'. The Clark is a different animal than the Herzog because it's not an attachment so the game calculates each click of the mouse spitting out a potential 15 (?) pellets so in order to get 100% accuracy you would have to hit with each pellet, regardless of how many people it hit. Although the only way I could think of to test this is to have two people stand next to each other, have someone blast them with the Clark once so it hits both of them, then check the accuracy without using the Clark again for the rest of the round (although it would need to be your best weapon to show the accuracy, but it's doable...just get the rest of your kills with a walker ).
And by now I'm sure that made no sense to anyone but me. Hell, I'm not even sure it made sense to me, either. :p
Another thing that's messed up is the kills listed at the end of the round for the titan ground guns. I killed one guy in an APC on Minsk yesterday with the ground guns, after several kills with walkers and tanks throughout the rest of the game, and at the end it listed the titan spam cannons as my most used vehicle with 187 kills. o_O

If memory serves me correctly, the Herzog shoots 10 pellets.
The test you mentioned is certainly worth a shot. I wonder why the Herzog and Clark compute accuracy differently, though. Wolfgang's theory of attachment vs. primary weapon seems the most logical to me at the moment.

I'd say that you're on to something here. With 600% or 6000% percent accuracy, they've got to be tracking the impact of each pellet.
I never use the Herzog in vanilla after playing with it in the Conflict 2142 mod because the mod added 7 more shells and eliminated the PKs. In vanilla I'm Baur+PK+defib, in CF2142 I'm Baur+Herzog+defib. So, I've just not seen those incredibly high accuracy numbers myself.
