If no one but 1 person gets the VOTW's tags, he wins. If 2 people get his tags once, it's a tie. If 1 person gets his tags once and another person gets his tags twice the person who got his tags twice wins.

The challenge starts at 12:00pm US time and ends at 12:00pm US time.

Four - from latest to earliest, Eastern, Central, Mountain and Pacific. Eastern is the most common time stated in the U.S., and the others are typically derived from it. Eastern Time is currently GMT - 5.
