FPS DRops when i move 1.6

i have fps_max 72 and it drops randomly all the time down to 30 and back up consitently, i think ive tryed everything, bought a new gfx card ati 3650 and upgraded to 2.5 ram made sure vsynce was off,also tryed omega drivers and the ati ultimate cs 1.6 driver witch wouldnt even install.
So if you have any other options please tell me iam all outta ideas.

That's really weird. What you described sounds like an issue with vsync, but you say you have it disabled already.

Ya definitly not vsynce , all over gfx settings are on performance to

When you say "no virus" do you mean you're not infected, or you don't have anti-virus software installed? Are you running a virus scanner? Have you disabled it? Do you get any hard-drive activity when you play? What does task-manager say about which processes are taking up lots of CPU time?

Is this under Vista or XP?
