I would equate this "Expansion" to Special Forces or Northern Strike. Both cost money (well, NS won't when/if the 2142 1.51 patch comes out). DLC is different. That's things like adding new game modes to current maps or including new skins for players to choose from. This would probably be several new maps, vehicles, weapons, etc if the Spec Forces and NS expansions are any guide. Just speculating or "ASSUME"ing
