So when I play I get this micro-stutter and it freezes for about half a second, I have the settings at all low and am running at 1280*720 with about 35-50 fps depending where I'm standing or what is happening. All my drivers are up to date and am running the latest patch.
Its a HP. Its a heat factory might as well throw it in the dumbster.

Hmm, do you defrag regularly? - if not give it a try. Only other things i can think of are the obvious background tasks, when did this start happening? does it happen in local/single play?
mine does it now and then, I notice it when the HD led starts flicking like crazy. Maybe delete your cache folder, defrag, make space on your HD. Assuming it's not network lag.
