Pro players would abuse nade cooking, and it would make it too easy to kill people.

Does MW2 allow cooking grenades, I haven't seen one...well to what i know.

yes try holding the grenade throw key and don't let go until you blow it up in your hands.

Soldiers don't cook grenades except in very rare situations.
Here's why you won't catch Soldiers cooking grenades:
The fuzes are made by the lowest bidder. Officially, they have a "three to five second" fuze. It's not reliable at all. So if you try cooking to three to drop it on someone at five, it can blow up in your hand or on the way to the destination.
