Pretty much.
While I love the PR mod, it's realism and attention to details, it would never be a successful commercial game for the fact it's too complex with a super steep learning curve for the average gamer. I've spent 4 solid years playing vanilla BF2, and can barely hold my own in PR. ARMA is another example of a game designed for the more realistic player and is nowhere near as successful as games like CS, BF2, COD4, etc.
The masses want to be able to jump into a game, learn the basics quickly and see early results. In order to make that happen, the game has to bend the rules and dumb down the realism.
That said, I think the biggest problems with the Medic kit are not so much the weapons they have (G36E could use a little nerfing), but the over zealous healing abilities they posses: self-heal, medic packs which restore full health instantly, and revives which bring back injured infantry to full bars. IMO, those features are what need to be overhauled.
