I've had the exact same issue, just in Sims 3. I followed Basil.s suggestion and completely removed all nVidia drivers with a tool called driver sweeper or something. Once all drivers were gone I installed the latest from nvidia.com and since then Sims 3 is running very fine. =)

make sure your card is seated all the way in correctly.

the 730 also has built in video try enabling it and see what it looks like without the card...

I also believe there is a 2nd pci-e slot right? try that as well.
