Sure add a chopper at the same time add 4 Mobile AA's to make it interesting. You can't have armor going around unprotected. BTW Intel owns Highway Tampa so I think its up to them.

Based on something I read from one of the Developers at DiCE, they are limited to a certain amount of moving vehicles. So, I'm not sure they are going to be able to add any more hardware without removing anything.
