I've been banned by GCC Stream for 'autofire' when I used a macro to bind two keys. Will a new BF2 CD allow me to sign into servers again with my BF2 username or are both banned?

It depends whether they have banned you by GUID or CD hash (in which case a new CD-Key would fix) or whether they have IP banned you (in which case a new cd-key wouldn't).

Eh! How does that work?

Well when hackers are banned by PBBans or some other anti-cheat organization, they need a new CD key in order to be able to play on the servers that stream to those anti-cheat organizations. So, for a hacker that will dish out hundreds of dollars for hacks, buying new CD keys at eight dollars a piece really isn't that big of a deal.
