No, i have great internet. Not the fastest connection ever, but it's certainly above average.
But it does seem the more people there are on the server, the longer it takes to retreive server info.

Get a better hard drive. I had all my Steam folders on an old HDD. While on that i'd take ages to load in. I transferred all my game apps to my Samsung Spinpoint and now i'll load in, in the first five 99% of the time.

Defrag, if that fails:

Samsung Spinpoint F1 + 3 to 4GB of standard memory + a reasonable CPU means you'll be first/second to load every time.

defrag you're hd, the more you fill up you're hd as well the slower it will get

Defrag what you have, i would turn down from high with that rig, can barely play it on high with a p4 @3ghz, 2GB ram and a 6800..... But yea, consider replacing the ram you have in now with 2x 1GB sticks.

Also turning down settings should load faster.
