COD4 Competitive/Clanbase

I'm aware that TGN runs the TGL, but I am also aware this is mostly an american thing?

Let me apologise if I am breaching any rules here, that is not my goal!

Simply I am looking to drum up support for a Hardcore TDM competitive ladder in clanbase. Atm there is no HC ladder for TDM.

Hardcore just isn't balanced so that's why most leagues don't feel it's appropriate to use... Example: In HC you can spam through smoke and get an easy kill - which makes the use of smoke/tactics quite useless.

I like the stock TDM and SD ladders but the ruleset needs some tweaking to say the least. 3 nades, noob tubes, etc what were they thinking.

Well, then don't play stock... Stock means you have all the stuff, so of course you're going to have the 'bad' perks as well. You're contradicting yourself.
