Whenever I play, I only play on servers playing all maps - and there's always plenty of full 64-player servers sporting a full map rotation (even in SF)!
That being said, the situation might be different in America, I can't answer to that...
Nope, it's not different over here. I find plenty of full 64 player servers that do full rotations, and even some 24/7 oman, 24/7 kubra dam, and 24/7 highway tampa
