Use Q>Spot yourself. That way, if it just says "enemy forces spotted" with a question mark, you know they're friendly.

They're talking about the names not showing up above the chopper. That generally only happens when close by. There are often cases when people are well within view distance, but you can't see the names above their head/vehicle.
