I have to disagree with that one. COD4 is neither a tactical shooter (ie. Rainbow Six), nor Quake/UT...it's somewhere in the middle, with elements of both. The problem, IMO, is when the two mindsets collide on the same server...more "tactical" players get annoyed with the "quake kids", and the quake kids see tactical players as not having the skill to pull off the moves they do (or at the very least, they see tactical players as needlessly limiting themselves by choosing not to do all those moves).
Both styles (and all in between) are legitimate, and fun...when everyone shares the same mindset. But when they are all combined on the same server, that's when a lot of people get annoyed.
For the record, I prefer a more tactical "real-world" experience myself, but I can't deny the skill that quake-type players have, nor their right to enjoy their style of play either.
