Actually, the 4th dimension isn't necessarily time, and you shouldn't bar Portal as a 4D game just by the simple fact that you've heard "Time is the 4th dimension." Think of time as the n+1 dimension where n is the number of dimensions, not counting time itself. If there were another 4th dimension, time would then be the 5th dimension. But, for realistic purposes, the 4th dimension is time.
And no, I would not say the Portals qualify as a 4th dimension. Essentially, you're still moving within the 3D plane at all times, as the travel between the two portal points is instantaneous. Essentially, think of the Portals as a device for controlling your location in the main three dimensions.
