Note that the AK-47 with the red-dot has normal damage. It functions the same as a basic AK-47. Therefore, it has 30-40 damage as normal.

It's the AK-47 with a silencer that suffers from the 20-40 damage bug, which hasn't been fixed.

I would be willing to test it in game, to prove it too.

This is not true. I just tested this with my clanmates;

We both went on a HC server (people have 30 HP in HC)

AK presumably does 30-40 damage, here are the test results:

Stock AK from far range without stopping power in the chest: Kill
Red Dot AK from far range without stopping power in the chest: Survived
Suppressed AK from far range without stopping power in the chest: Survived

Clearly both of the versions still haven't been fixed.
