I think you guys need to realize this in a larger scope, if you come here you discuss tactics, tips and tricks and general knowledge of the game. It's safe to assume that if you lurk this forum, or if you're dedicated enough to post here that you understand how the game works.

The issues you explain here are done by people who after two years of playing still don't understand how to play, are new to BF2, or are just permanent newbs.

Just do not spot anything while they are the "fuzzy red dot" after the scan. While it reports "Enemy tank spotted" etc, the tank or whatever, does not show up on the map for the rest of the team. The commander has to remember where all the "fuzzy red dots" are, wait until they completely fade from the scan, and only then will they stay on the map and be visible to the rest of the team when spotted. This does make it awkward when trying to spot the enemy aircraft.
After reading p-n*Cynic~Gunner's reply to my above post, I had a play with two computers networked together. A bit of bad info in my above post sorry. If the commander clicks on the "fuzzy red dots" to spot them, they do show up for the rest of the team on their mini-map. It just does not stay visible on the command screen for the commander.
