I was once applying for a clan. Looking at stats for my old account, he quoted a 400+ point score of mine along with "nice padding, noob".
I don't know about any other people here, but I think scores like that are very possible to reach using non-padding techniques.
Ok, it's a rare event. Also, the server more or less needs to have certain elements, such as FF Off, many players, Karkand. But I still think it's possible.
So where do you draw the line of padding, where points in a round are concerned? I guess it's important as it's one of the only ways, if not the only, that you can see a padder from statistics.
