I've already made a mod that tweaks flares for realism (still working on it with a few friends for creating air-realism)... however, a few notes on your changes.
If this is "Project Reality" - modern jets have the capability of determining if they are being tracked, whether by radar or infra red. The flare system is better with single deployable flares, which makes it better for evading.
I really don't understand the point of removing the track tone, it works in the opposite way of reality. With long spawn times for jets already, and the speed of the missiles, jets are at a great disadvantage with no track warning.
If you really want to work for reality in the Air vs. AA aspect, I suggest creating different types of AA vehicles. For example, creating a Shilka would limit the weapons to solely guns, at a high rate of fire. Creating a Strela would increase range, and add Air to Air missile capability.
Jets have no realistic radar in the game, they cannot detect enemy ground units (contrary to real life), and having a fiction-ary AA vehicle plopped on the ground that has the ability to track without any form of radar/guidance that can be picked up by the jet is just outrageous!
If you really want to boost "realism" (I say this because you really can't have balanced realism in video games when it comes to jets), while straying away from jet superiority (which, actually is reality) you may want to try some of the following:
Fighters have NO bombs
Fighters have cannon in stronger, but very little splash damage
Multi-roles (F-15/Su-34) carry a smaller payload of Mk-82's
Bombs have smaller splash damage, but do more damage
This will make precision airstrikes deadly, and random bombing close to useless, while still creating a balance between AA/Air Units.
That's just my opinion though
By the way, please find a way to fix the free look, it sucks having to hold a button to free look, and not be able to use weapons while doing so. :)

CP's and map fixed AA are one thing, but firebases, bunkers and AA guns can be deployed anywhere with the help of commanders and become staging posts. Gone is the vBF2 mentality of memorising the locations of CP's and map fixed AA weapons and making circles wiping them out.

No, I played it quite a lot but since 0.6, it's spiraling downwards, all the weapon sounds are ****e, there are 30 minute delays for everything, it's looking worse and worse graphically because they took out loads of lightmaps on certain maps but left equally ridiculous amounts of grass in (which nVidia cards hate IME), etc, etc. 0.5 was close to perfect and the next version just added jets nobody could fly anyway. The first time I played, the weapons actually stung my ears and that's generally how it should go in a "reality" mod. Now it's back to pea-shooters.
