the title of this thread is "planing to rent a server" where does it say "planing to own a server"?

Your only renting a "instance" or a few gigs of space using a fraction of the ram of the server in which is shared by many others usually...when you own it you are the only one that has full control of said box allowing you to do anything, plus giving you more knowledge of settings etc.

there are already allot of 24\7 servers so I need to come up with a good map combo
