Disable Voting

Is there a way to disable voting. The past couple of days, I've had an issue with (different people each time) just two people logging in and then vote kicking anyone that comes on. As of right now I'm the only admin for the server so I can't be on 24/7 and I don't need random numb nuts ruining the server.

I had a couple of idiots doing this on my box as well.
It prompted me to disable the voting, but I'd rather just ban the guys that were doing it. Is there a way to ban after they have left- after you notice whats going on in the server logs?
