Nothing is a MUST. And if you have to use stopping power to get a kill..then you are sad my friend.

And on hardcore mode (which most skilled people play) stopping power is nothing. You can one shot a guy with an M9. Ill take my Sleight of Hands over Stopping Power anytime.

You can really say that about any perk.

If you aim at legs a lot, or don't land many hits, you'll need stopping power.

If you aim for the chest and head and hit on a lot of your shots, then stopping power isn't recommended.

Double tap has the inverse, and the same arguments. If you miss a lot, you want it to compensate by getting more bullets, but if you hit often, you want more to have hitting. If you miss a lot you don't want it so you don't waste ammo. If you hit most of the time you don't need it because it might mess up your aim, or because you're already killing fast enough and can replace it with a more useful perk.

Juggernaut: out of cover and getting shot a lot, you need it. Use cover often and be smart and don't get hit, you don't need it.

As Slaw said, hardcore is very different for perks, and stopping power is pretty useless. Even though you can't 1 hit someone with an M9, unless it's a headshot.

Yea, i play hardcore, and i find having juggernaut so useful as it allows me to take a hit without dying, i dont really find any of the other perks that useful that i can choose instead of it anyway.
