I`m afraid you`re not gonna find a game like that with a realistic setting. Try out Unreal Tournament 3 demo or some other arcade games. Painkiller was pretty fun.

I doubt you will do better.
If there is a game with instant weapon selection, then everybody will benefit from it.
It is not the weapon switch delay that gets you killed, it is the superior skill of the other player. And that is unaffected by a change in the delay.
