For me there's Voice Over Volume (on the left side) and Voice Over IP (on the right side), the Voice Over Volume works fine for me, unless i'm hallucinating sounds.

Yeah pretty much what I figured, that is why I was wondering if there was a way that you could replace the messages on your client side, in the same way localization files are changed. Only problem with that I see is that people would use it to cheat the system somehow and remove sounds and amplify others to their own needs. I guess it's just a dream...

Voice over is VOIP (Voice Over= VO the beginning of VOIP). Aything you turn down in the options tab will turn down everything in BF2, there is no way to just turn down the spotted (I wish there was )

    Cheers

lol, not the command I was talking about. I am not at home to check the BF2 command, out of town this week, I will look again when I get home. I know there is a setting for voice over (not VOIP) but I thought it only changed the volume for those messages that you get from a new account, like when you use a vehicle for the first time or a weapon for the first time, and once you have used it, it no longer gives you the message.

I believe you can just turn it down in the options tab.

    Verbal Message volume

Has anyone ever figured out how to cut out the chat message from the game, like when you get a commander that spots every infantry on the map, and you can't hear a tank rolling to your location because of it.

It would be great if you could somehow turn down the volume of the commander spotted messages. Or perhaps like the localization files, you could replace the messages with shorter ones, instead of "enemy infantry spotted" maybe just Infantry target. Because we all know it is an enemy because you can't spot a friendly.

At least the game has a built in spam blocker for the players, where they can only spot 6 times then they have to shut up for 30 seconds. But the commander can spam an entire round.
Working...
