if 2 people that are the same rank apply for commander at the same time who will win the person with the higher global score or commander score? or is it just whoever hits the button first?

When i think of stats I think of stat padders, when I think of statpadders I think of nade spammers when i think of nade spammers I think of message spammers, when I think of message spammers I think of STOP YACKING AND GET OFF THIS NET.

EA needs to patch in a feature that will limit how many nades you can throw constantly before you need to take a break and if you are commander 3 times in a row then it won't let you command if someone else applies as well.
