No. Master Sergeant is if you don't have all those basic badges. First Sergeant is if you do. That's it. The only difference is the rank image, and First Sergeant gets priority over Master Sergeant for commander.
So you can get 180,000+ points and not have veteran armor and then get veteran armor and you would rank up to the whatever general rank?
No, you do have to have the badges before making the point requirement (At least, this is what I've come to believe after seeing this question raised numerous times). You do NOT, however, need to have the hour requirement before the point requirement. Even if you are X amount of points over the point requirement, as soon as you hit the hour mark, you will rank up (Of course, you still may have to join a server and get a single kill :p )
Haha, too true. I ranked up to Sarge Major the other day with a sly knife kill, well executed. Plan on making a little tradition out of it for my next promotions.

Whether you get your hrs. first, or badges first does not matter, you will "rank up" when you have fulfilled the requirements
He is referring to the Master/1st Sargeant ranks. One you get ready to rank to either one of these you must meet all the requirements to get the 1st Sgt. rank, IF you do not have them you will be stuck at Master Sgt. till your next rank up (which is another goofy rank with requirements).
Once you are awarded Master Sgt. you can't rank up to 1st by getting all the requirements where as the General ranks are different.
Soooo, there lies how you are "cheated" at the Sgt. ranks!
