No, you can't. To run a ranked server you need to be a "trusted EA partner"... (IE you are a known company that owns a ton of servers and rents them out daily, and you sign up to be a trusted partner or something).

and yeh, if you have a privately owned server, you could lock it and do all sorts of $hit, like stat pad ect, im not saying you would but yeah

You can still rent a server and do all this.

I've tried to contact BF2RS before regarding this, and yes, you must become an "EA's trusted partner". To achieve this:

One of my clan mates checked on this at one point. I believe this is what he said EA requires:

1. You must host your first 10 servers free of charge and make them available to the community.
2. You can charge for server hosting at that point.
3. When you have 100 servers, you must host another 10 servers free of charge. Then you can start charging again. This happens again at 200, 300, etc.

These were the requirements as of a few months ago. I don't think they've changed much since then.
