My advice would be to try leading the largest part of the moving target, at first practicing hitting the target at all. Once you get used to the lead you do need, then you can start to aim that slightly bit higher each time until you start getting that moving target one-shot head kill.
One of the most satisfying feelings in BF2 IMHO, although as someone said, there is a certain amount luck attached to something that must have so many variables.
