I would opt for the PSU being a problem. Your PSU is 350W w/ 12V @16A, but the card needs 350W w 12V @ 18A. Do you see the issue here? The card requires more than your PSU can supply. 2A less may not seem like much, but when you add in sound card, motherboard, hard drivs, etc, having 2A less than the minimum requirement makes a difference. Just go out and get something in the 500W range with dual 12V rails rated at 20A or greater. That will set ya up well for what you have, as well as give you some extra room to grow a bit more.
BTW, add another GB of RAM. You should see some good improvements in gameplay with 2GB.
