I think only a handfull of which must be elite people have even heard this so called verbal taunt.

This is your opportunity to continue building your legacy in a whole new Battlefield! Veterans also receive an exclusive in-game indicator of their Veterans status and a special verbal taunt in BF2 together with patch 1.4.

It says they give you a verbal taunt, it doesn't say anything about being able to use it in-game.

Uh, I don't know if this has been said, but I have read that to use the verbal taunt in BF2, you have to spot a dead enemy. I am not sure if it has to be someone you killed or just some random dead guy.

I have also read that it only occurs right after you kill a guy and spot him, like within a second of their death.

I don't know for sure, but this is what I have read in the past. Never tried it in game...since I never saw the point of spotting a dead guy

I hear it a lot, even when not playing BF2.

You have to spot an enemy at the exact time they enter a man-down state. So spot someone while your squadmate pumps them full of lead.
