changing the weapon names and the little +/- points only shows for you. but if you change any colors and font sizes, it shows to other players, and thats why its against ROE.

You're wrong. Changing the color or size only affects the modifier (In other words you and you only, unless, someone is looking over shoulder.)

The only way to change the colors and font size so that everyone sees it, is to add the code to the front of your in-game name.
