The most effictive way ive found to shoot a moving target is to not go for head shots. A body shot can be done easier and on almost any moving infantry targets. After they recieve 90% damage most people just try and duck out of combat and this is almost as good as a kill for helping your team. What i tend to do is whip out my pistol and just finish them off, its very easy with practice. I reserve headshots for non-moving targets only most of the time.
