frankly, i totally agree.

I have noticed repeatedly that you get -4 for forgives.... i was on a server where EVERYONE forgave every time, and we still all got -4s....

I don't think there should be a difference in points between forgive and punish, I want my score loss for TKing to be the same as everyone else, and not have it directly in the hands of some bitter idiot.
