It's definitely there and it does mute the squad leader. The box is just to the left of the boxes with the green checkmarks, which denote accepted orders. After this round, I was commanding and had SL that was a young kid with a VERY high pitched voice that liked to talk a lot...put the red X in the box and shut him up.
