You can be subtle, by writing a code of conduct and submit it to the clan membership. There's plenty of ideas and examples of CoCs on various clan websites. It doesn't matter which game, just go have a browse. A CoC can be as strict or as free and loose as you wish, so long as the majority in the clan are happy. Those that aren't happy will leave and you can move on from there.
Set a date for the CoC implementation. From then on, if certain members break the rules, it doesn't matter who they are or what they own, punish them with whatever system you've implemented, that maybe a be a warning or two, or an immediate expulsion.
Of course as clan leader you best be squeaky clean and abide by the rules laid down or you'll just look foolish, lose any respect you may have gained, lose friendships and members.
