with my LCD monitor, if i have default@ 60Hz the writing is all blodgy ie smeared, but i set it to maximum which is 75 the text & picture is nice a crisp.

It all depends on the native resolution of your monitor too.

You may need to change your scaling options from Display Adapter Scaling to Monitor Scaling or vice versa.
