I think a good idea would be a limit on the drops say a Maximum of 4 vehicles available for dropping.

And then if the dumbass commander drops all of them on a runway or the Essex instead of to squads or people who actually need them, you can initiate a mutiny because of his retardedness.

That's probably the best idea. Just have a maximum number of drops, like 4 per round. If you use them all up you get a message, "Supply Transports are not available at this time for a vehicle drop."
