Yeah you gotta have all your badges before rank or you get the subordinate rank.

I am glad this has been asked soo much lately because I just started playing again and am very close to that rank when I started so I had to go get my knife badge right off. Should have another day or so till I get my rank.

Hehe.. got the same problem. But I'm using the time for getting badges and ribbons.
