Because cheating is like crime. Each occurance is not likely to be busted, but the more times you do it the more likely you are to get caught. The reward is never worth it in the long run.

There are two types of hacks in BF2. Those which are external (real hacks) and those which are exploits. Exploits will never get caught because they're built in. I'm not sure but at least "wallhack" which shown nametags through walls and UAV or maphack are exploits.
With every round, more and more cheaters are being hit with PBHW bans and are stripped outta the community. It's also been taking MSX longer to put out cheats than it does for PB to nail 'em.
There's only been 3 major cheat packages released in the time that BF2 has been out. Each has been rendered useless within a month.
Do the math. Who's ahead?

MSX's version 9 hack has been out since early December and still undetected....The aimbot version 10 came out Late Feb/Early March...
I wouldn't be so concerned about hacking. As far as I know, there still aren't hacks which would remove things like deviation from BF. Even if someone is hacking he still has to be very good to overcome an excellent player. Most of rifles still bring down a healthy player with a headshot. There'll be no hack to prevent death.
Believe me, it's not a big deal. If someone sucks, he'll still suck, even if he has an aimbot. A talented player who starts using a wallhack quickly loses his awareness and cautioness and often would do even better without wallhack. I know this by experience.
Punkbuster is doing good job even though it can't detect private hacks and bans a lot of people without a reason.
And a good tip for everyone: Go play Project Reality mini-mod for a while. If you master PRMM, returning to vanilla feels like child play and you'll notice a huge difference in the way you think and play. Luckily there still are thing you can't artificially improve or buy.
