Completely agreed.
Some Commanders don't spot or don't know how to. To spot hostiles for your guys, if you have Scan and no UAV, do a Scan, then zoom into where your guys are and right click on the hostile, then click on Spotted.
You also can zoom in using the squad map too (but it won't show hostiles) and request arty/repair/demolition/supplies/movement, etc.
