If you mean under 'join local' that's possible; that was only added in a patch and I've never used it. If you have an internet connection at all then you can use an online account which means you can use the 'join ip' under the 'join internet' tab. The other option if you have no internet at all would be to:
Start a local server
Clients go to 'join local' and see the server in the browser but don't join
Stop the server and start an SP game on that PC
Clients can now join through the browser.

'server' will continue to show up in the browser even when you start new maps.

thats what we are currently doing, and its annoying...

Bots dont count on Multiplayer do they? Like ranked servers
