the only way u can get ontop off the hotel is whit c4.
the building where the others are talking about is the lower building to the north of the hotel, u can get up there to take the stairs up to the roof of the building next to it and use the railing to jump ontop of the builing.
Yeah its legit. I had someone show me how to do it, and after 10 tries I made it. Considering the number of times I died trying to make it, I never bothered with it again.
