Download Everest (just search everest home editon on google) and download it from lavalys (the company that made everest), and install it, after you enter, click computer, and go to sensor, Near the bottom should be the +3.3v, +12v etc. ratings.

EDIT: never mind, you got the voltages, the +12v seems a bit weak, don't you think? I get 12.22 volts on the +12v.

11.67 is too low. I think you PSU has issues. Mine dips to 11.85 sometimes which is also borderline too low already.

Best practice for me is to replace my PSU on a yearly basis . I have seen PSU's fail and cook almost all the hardware in the case so for the sake of 40 - 50 sheckles change it for a more funky one .

Also , have you checked the clock / memory speeds of your card . You should install coolbits and check it is in 3D mode not 2d which is the default , and my GT runs nice @ 510 / 1100

I just got finished putting in my new PSU, 450 Dual 33A 12v rail. Solved all my problems. Back in the game with my new 7800GT Sounds almost identical to what I was experiencing.

I'd try getting a new psu, and see if it fixes the problem.

suggestions on what kind to get not like one of those fancy ones but like a sturdy one that is good enough for my pc.

I wouldn't trust the speedfan voltage readings with my life. 99% of the time the readings are completely off. Same goes for any software voltage monitoring program really.
