Have you messed with anything inside your case in the last week. I don't know if all 6600 cards have them, but if you knock out the extra power to the card, the pc will boot and 'remind' you about it.

The PSU might be starting to go.

The most obvious sign that it is dying is when you smell a unusual burning smell. But that's like a couple of days before it really gives out. And my quetion to you, what brand is the PSU, and how many amps are there on the +12v rail (it should say on the PSU itself).

Seems ok, as 22a on a +12v rail and 450 watts is should run fine with your 6600GT. Maybe some other component is hogging most of the power, therefore not giving sufficient power to the vid card.

ok so i changed the 4 pin connector and now it works but bf2 is still choppy like crazy my vid card settings are like this

                  core 500
                  memory 1.07

and those setting were working fine before.

yeah, do you have any older PSUs ( you only need a 300w psu for the 6600GT) which you could use to find out if it is the psu that's causing the probs. Also, try putting all settings to medium and see what happens.

Have you got anything installed (Speedfan, MBM, Asusprobe, etc.) that can monitor the voltages. If so, post back what the 3.3, 5 and 12V readings are.
