It depends upon how much we can swap. My guess is he only needs an mobo, RAM and a new video card.

AMD 3700+ San Diego Core
2GB DDR400 Corsair Value Ram (or OCZ Performance if you can get it!)
Asus AN8-SLi Deluxe (or if you wait the Asus w/Radeon Xpress 200 chipset)
Nvidia 7800GT (or if you can wait the ATI X1600XT, msrp of 249-299)
Your total should be around....800-900 bucks depending upon specifics, but the machine will be flexible for upgrades in the future.
