DDR 400 means that it runs @ 400mhz right? Well mine is only running at 166, I have 2x 512's and 1GB, but when I take the 1GB out, the 2 matching 512's still only go to 200 mhz. How do I get them 400?

Running a 1gb stick, and 2x512 will cause your memory to run at the slower speed.
It's not ideal.

Any problems with mixing ram? I have 1 gig of 512 both 400 MHZ . But my bios says pc 2700 when their 3200.

My RAM is mixed. I know it's not something you're supposed to do...
But...when I realized that BF2 was stuttering due to only having 1 GB of RAM (which is PC2700), I didn't want to go out and buy ANOTHER gig of PC2700. So I bought a gig of PC3200. I have 2 512 MB sticks of PC2700 (generic) and 2 512 MB sticks of PC3200 (matched Corsair). I used the divider in my BIOS to run all RAM at 333 Mhz.
I tested BF2 with 1 GB of PC2700 @ 333, 1 GB of PC3200 @ 400, and 2 GB of mixed @ 333 ...the best results were with the mixed 2 GB. Best framerates and smooth as glass.
With the v1.03 patch, I'm hoping the 1 GB will be sufficient for good performance and I can take out the 2 512 sticks of PC2700 until I feel it necessary to run a full 2 GB of PC3200 running at 400 MHz.

You can mix brands, but it's not recommended. You'll getter better performance using identical, matched sticks. It will work most of the time, but not on par with using matched stuff.

Many if not most motherboards will revert a DDR400 system to DDR333 when you add more than two modules.

But even when I take out the 2x512's and just have the 1GB stick it only runs at 200mhz.

You 1GB and 2x512 are causing the motherboard confusion. You maybe able to manually set the RAM clock in the bios. Simply bump it from 166 to 200. So long as you are within the manufactures recommened operating range, even if you have to unlock it, the RAM should be covered.
